Returns true (1) if all bits set in the integer value in paramter 2 are also set in the integer value of parameter 1, false (0) otherwise.

Syntax	$binaryContains{}{}
Documentation	Returns true (1) if all bits set in the integer value in paramter 2 are also set in the integer value of parameter 1, false (0) otherwise.
Examples
